Missouri Course Access Program
Overview of MOCAP:
- Resident districts (Fulton 58) are not required to provide technology for MOCAP students.
- Students who do not participate in full-time MOCAP coursework will be transferred back to their resident district (Fulton 58).
- Full-time students are transferred to the MOCAP provider’s host district, which has an impact on MSHSAA eligibility.
- MOCAP students are required to take the Missouri state assessments.
- MOCAP courses are aligned to Missouri Learning Standards and are taught by Missouri certified teachers.
MOCAP allows students to take rigorous and unique courses aligned to their interests.
Part Time Virtual Enrollment
Part-Time Virtual Coursework
K-12 students in Missouri can request to enroll in 1 to 5 online courses from MOCAP course providers. Fulton Public Schools has entered into a partnership agreement with Launch as the district's preferred virtual learning provider. Please note, Launch does not offer part-time enrollment for elementary students.
Districts must agree that course enrollments are in a student's best educational interest, or the request may be denied.
- The student resides in and is enrolled in the district.
- Enrollment is approved by the principal or their designee.
- Launch from Springfield Public Schools is the preferred virtual learning provider for MOCAP coursework in Fulton Public Schools. Launch has a rigorous K-12 curriculum that is aligned with the Missorui Learning Standards and is staffed by certified educators who live and work in partner districts.
- Part-time virtual enrollment requires several approvals; therefore, it is important that students submit a virtual course enrollment form well in advance of the start of classes. For fall, no later than May 1st; for spring, no later than December 1st. Please visit your counselor to access the virtual course enrollment form.
- After completing the virtual course enrollment form, a staff member will be in touch to schedule an appointment to discuss the best educational interests, course offerings, prerequisites, course recommendations, and the tools needed to be successful in a virtual environment.
- Students approved for virtual education will begin classes when Launch classes start. Students will have until the Friday of the first week of transfer back to in-seat instruction, if desired. Otherwise, they must remain in the Launch program for the rest of the second semester.
- Students approved for part-time virtual education through Launch will be issued a technology device by Fulton Public Schools.
- Students approved for virtual education through Launch can participate in extracurricular activities, provided they meet MSHSAA requirements.
- Students approved for virtual education are required to complete state assessments in person (MAP tests or EOC exams).
- If a student is not successful with Launch, they may not be approved for future semesters.

A student's individualized education program (IEP) team or Section 504 team will make the virtual course enrollment decisions for students with IEPs or Section 504 plans. If enrollment is appropriate, the IEP or Section 504 team will determine the services, aids, supports, and accommodations required. Any review of a decision made by an IEP or Section 504 team must follow the process outlined under federal law (Policy IGCD).
Fulton Public Schools will pay for the cost of part-time virtual courses only if the district has first approved the student's enrollment in the course as outlined by policy (Board Policy IGCD).
If the student wishes to participate in athletics and/or activities, certain courses must be approved by the National Collegiate Athletic Association (NCAA) and the Missouri State High School Activities Association (MSHSAA). Not all courses and/or vendors are approved by the NCAA. The Launch Course Catalog shows which high school courses are NCAA-approved.
The principal will notify the student and the parents/guardians in writing when declining a student's enrollment in a virtual course and will provide an explanation for the decision. The student or parent/guardian may request that the superintendent review the decision, but the superintendent's decision is final (Policy IGCD).

Frequently Asked Questions about Launch
How does Launch virtual instruction work?
Students approved for virtual education through Launch will be issued a technology device by Fulton Public Schools. Students must have reliable internet access to participate virtually. Please note, Fulton Public Schools does not provide a hotspot for virtual instruction.
Launch courses are built in a Learning Management System called Canvas. All courses have dynamic content that includes both individual and collaborative work. Students participate in discussion boards, create culminating projects, record themselves explaining concepts, take assessments, and more, all from their district-issued device.
Each Launch course has a teacher assigned to support students; however, students won’t always see teachers face-to-face in real-time. Video announcements and messaging will connect teachers and students.
Grades will be transcripted from the virtual course provider to Fulton Public Schools. Grades earned will be on the official transcript.
What do students need to know and do to be successful?
The most successful Launch students watch for announcement videos, check their Canvas Inbox for messages, read their teacher’s feedback, stay on top of due dates, and reach out when they need help.
Students need to be able to manage their time and form good study habits. It is important for students to establish a routine that includes daily checking their Canvas Inbox and calendar for due dates, regularly checking for new announcements and feedback from teachers, studying, and working on coursework.
Students need basic technology skills and a willingness to learn new ones. Launch utilizes an online platform called Canvas. Students will get a weekly announcement, feedback, messages, and grades via Canvas. Additionally, students can access To-Do lists, a calendar, instructor information, the syllabus for the course, and use modules pages to navigate between units and assignments. Google for Education products are also utilized. Some courses require additional resources. For example, for physical education, a fitness tracker is provided. The student will need to be able to sync the fitness tracker with an online account. Technical support is provided by Launch but students must demonstrate a willingness to learn new technology and technical skills.
How much time can a student expect to spend on coursework?
Students MUST participate in their assigned coursework Monday through Friday. Secondary students are expected to work approximately one hour for each course they are taking. This would equate to around 5 hours on Launch daily, Monday through Friday. Failure to participate in virtual learning will result in students being dropped from Launch.
What if my student is struggling with online work?
Students are encouraged to reach out to their Launch teacher with any questions or concerns. If a student is struggling with the technological aspects of Launch, there is a technical support team available seven days a week. Launch technical support staff is available to answer emails from 7:30 AM - 8:00 PM on weekdays and from 10:00 AM - 2:00 PM on weekends. Students can typically expect a response within half an hour.
Parents are given an observer account to view course progress and communicate with the instructor.
If a student is not successful with virtual education, they may not be approved for future semesters.
When do my Launch classes begin for the second semester?
Launch classes are on the Springfield Public School schedule and begin on August 19, 2025.

How do I get my Launch log-in information?

How does Launch track participation in physical education?
Garmin devices will be required for all middle and high school students taking PE. Launch will provide this device as part of the enrollment. If you need to pick up a Garmin device, we will let you know when the pick-up dates are.
What do I do if I decide Launch is not for us?
The deadline to return to in-classroom seating or home school is Monday, August 25 at 3 pm. Please contact Sara Kneedler at skneedler@fulton58.org or call 573-590-8000. You will be given another opportunity to return to in-classroom seating or homeschool starting in August.
How is student engagement and course completion monitored?
Staff from Launch and FPS will be monitoring student engagement on the Launch platform throughout the semester. Staff will reach out to the student and parents if students are not participating each day. Non-participation in a virtual course is equivalent to being absent from in-person school. This is not permitted under Missouri’s Compulsory Attendance Law.
Can a student be dropped from Launch for non-participation?
Yes. If students are enrolled in virtual coursework and fail to participate regularly (up to 6 hours daily, Monday through Friday), they can be dropped from the Launch program.
What will happen if my student is dropped from Launch?
If a student is dropped from Launch for non-participation, parent/guardian(s) will be notified that virtual learning is no longer an option due to non-participation. Parent/guardian(s) will be informed about the option to return to in-person learning or to provide FPS notification of intent to homeschool their student (verbal or written). Failure to return to some form of education (in-person at FPS or to provide FPS notification of intent to homeschool) will result in a hotline to the Children's Division for educational neglect under Missouri’s compulsory attendance law.
